Azerbaijani Human Rights defenders to meet with Eynulla Fatullayev and Ali Insanov

Baku. Mahbuba Gasimbayli-APA. Chief of Azerbaijani Committee against Torture Elchin Behbudov will monitor penal institution #12 and 13 on March 31. The committee chief told APA that his aim was to meet with journalist Eynulla Fatullayev and ex-health minister Ali Insanov. Elchin Behbudov said Eynulla Fatullayev’s father and Ali Insanov had appealed to him for this.
Eynulla Fatullayev is held in penal institution #12 and Ali Insanov in penal institution #13.

Representatives of diplomatic offices in Azerbaijani capital monitor Bayil detention place #1

Chief of Azerbaijani Committee against Torture Elchin Behbudov, deputy head of OSCE Office in Baku Alexis Chahtahtinsky, officers of the U.S, British and Norwegian embassies in Azerbaijan monitored Bayil detention place #1. Elchin Behbudov told APA they monitored the library, medical unit, bathroom, canteen, kitchen and punishment cells of the detention place. The committee chief said they met the prisoners, as well as with editor-in-chief of Azadlig newspaper Ganimat Zahid and they did not complain of detention conditions.

“Chief of the detention place accompanying us Misir Aliyev said a modern detention place is being built near Mahammadi village of Absheron region. The biggest cell in the detention place will be for six men. Each cell will have its walking area,” he said. Elchin Behbudov said they also visited Justice Ministry’s Penitentiary Service and acquainted with its museum. Deputy Justice Minister, chief of Penitentiary Service Nazim Alakbarov received the monitoring delegation.

Эльчин Бехбудов направил письмо министру внутренних дел Азербайджана по итогам мониторинга, проведенного в 14 районах страны

19 и 20 февраля я со своим помощником провел мониторинг в 14 следственных изоляторах временного содержания полицейских отделений Азербайджана.
Об этом корреспонденту Day.Az сообщил глава Азербайджанского комитета против пыток Эльчин Бехбудов.

«Мониторинги проводились в Гаджикабульском, Кюрдамирском, Уджарском, Евлахском, Мингячевирском, Геранбойском, Агдамском, Тертерском, Бардинском, Агджебединском, Бейлаганском, Имишлинском, Саатлинском и Сабирабадском районах Азербайджана», - подчеркнул Э.Бехбудов.

По слдовам Э.Бехбудова, основной причиной мониторингов послужил сигнал о том, что 16 февраля текущего года в комнате следователя Гаджикабульского полицейского отделения полиции скончался Забит Гафур оглы Аббасов 1959 года рождения .

«По словам родственников умершего, на его теле не было обнаружено никаких следов насилия. Он скончался от сердечной недостаточности. Однако вызывает подозрения тот факт, что З.Аббасов скончался именно в полицейском участке», - заявил Э.Бехбудов.

По итогам данного мониторинга Эльчин Бехбудов направил письмо Министру внутренних дел Азербайджана Рамилю Усубову.

Complaints of Torture in Baku Police Departments Increases

Azerbaijan, Baku /corr. Trend K.Zarbaliyeva / Complaints on the torture of detained persons in the 21st and 22nd departments of Nasimi Police Department have become more frequent.
The complaints have stated that the heads of the police departments are torturing the detained persons, the Chairman of the Anti-Torture Committee of Azerbaijan, Elchin Behbudov, reported to Trend on 24 September. The Deputy Chief of the 22nd police department, Adalat Aliyev, has been torturing those detained and forcing them to plead guilty to crimes they have not committed, Behbudov said.

On 24 September Behbudov appealed to the Interior Minister of Azerbaijan, Ramil Usubov, to look into the matter.

Five years ago, the European Union sent some 1,500 soldiers to DR Congo as part of a UN mission to take action against the bandits marauding the north-eastern part of the country. The troops were there to protect the civilians.
