 General information about the
Azerbaijan Committee Against Tortures (ACAT)

 

 

The ACAT was founded in 2002, and was officially registered by the Ministry of Justice of Azerbaijan in 2005. Purpose of the organization is to organize defence of human rights, to discover victims of tortures, after discovering to organize juridical aid to them, to expose the employees of force structures, to monitor the conditions in detention institutions under subordination of Ministry of Justice, Ministry of Internal Affairs, Ministry of National Security and Ministry of Defence and prisoners in those institutions. The organization cooperates with the state bodies, especially with force structures. Organization has a special right to held constant and sudden monitoring in institutions such as Prison Imprisons Institutions subordinated to Ministry of Justice, Temporary Holding Wards of Police Stations, Investigation Wards of Ministry of National Security, temporary holding places of Ministry of Defence, Close Obligatory Treatment Departments of Ministry of Health. The organization is the member of World Organization against Tortures. ACAT is in close cooperation relations with international corps, US Embassy, Embassy of Great Britain, Norway Embassy, Baku Office of OSCE and other organizations operating in Baku.

Committee possessed opportunities to hold monitoring in Temporary Holding Wards of police departments and stations in regions of the republic with financial support of Baku Office of Organization of Security and Cooperation in Europe (OSCE), US Embassy in Azerbaijan Republic, and Great Britain Embassy in Azerbaijan Republic. Director of the Committee Mr.Elchin Behbudov took part and spoke on theme “Human rights and tortures” in international conferences held by International Organization of  Prison Reforms in Bakuriani city of Georgia on February 14-17, 2005 and in Vienna, Austria on 14-17 July, 2005 by OCSE line. The world was informed about Azerbaijan realities through those speeches once more. Organization published four books about tortures in Azerbaijan.

Current projects of organization:

        1)   Project of "Monitoring of detention centers at the law-enforcement bodies" with the support of OSCE Baku Office;

2)    Human Rights Training for police officers with support of US Embassy: Projects of Instructions, Laws and International Conventions;

3)      Project of “Monitoring of torture facts during court procedures” with Great Britain Embassy line;

4)      Coordinator of the project “Investigation of torture facts in Azerbaijan and rendering juridical aid direct to victims of tortures and their families”;

5)      Project of “Creating of Web-site of Azerbaijan Committee Against Tortures” with support of Open Society Institute, 2008

Five years ago, the European Union sent some 1,500 soldiers to DR Congo as part of a UN mission to take action against the bandits marauding the north-eastern part of the country. The troops were there to protect the civilians.
